Municipalities are local democratic units with self-government, but they are also implementers of national policy at the local level. We provide knowledge that helps the municipal sector achieve both national and local goals.
National authorities have an overarching view of the sector and need knowledge that ensures the overall governance of the sector meets both national and local objectives.
We provide this knowledge together with other actors such as KS, the Directorate for Education, and the Ministry of Local Government and Modernisation. Our projects cover a wide range of issues, from long-term perspectives on kindergarten economics to analyses of how the revenue system works for municipalities with weak population development.
We often work interdisciplinarily with researchers from other research groups at Telemarksforsking – as when we analyzed the grant scheme aimed at particularly resource-intensive users in collaboration with researchers in the field of health and care.
